Although many factors contributed to Donald Trump's stunning political success, his rise to the presidency is, in good measure, a story of ineffective gatekeeping. 민주주의는 ideology(이념)가 아니라 Political institution(정치적 제도)으로서 투표에 의해 유지되기 때문에 자칫 유권자의 선택에 따라 선출된 지도자가 이를 악용할 위험성도 높다. 트럼프 대통령의 출현은 미국 민주주의 위기를 여실히 보여주었고, 아르헨티나, 칠레, 브라질 등 남미의 군사독재나 폴란드, 헝가리, 터키, 그리스 등에서 포퓰리즘 또는 강력한 권위주의 지도자에 의해 초래된 다양한 형태의 위기가 나타나고 있기도 하다.
◆ <How Democracies Die(민주주의는 어떻게 죽어가는가, 2019>
하버드대학 교수인 Steven Levitsky(스티븐 레비츠키, 1968~ )와 Daniel Ziblatt(다니엘 지블랫, 1972~ )의 공저로 2019년 출간되었다. 두 저자는 트럼프 대통령이 취임하면서 미국 민주주의가 붕괴될 위험에 처한 사실을 구체적으로 밝히고 있다.
Since the end of the Cold War, most democratic breakdowns have been caused not by generals and soldiers but by elected governments themselves. Like Chavez in Venezuela, elected leaders have subverted democratic institutions in Georgia, Hungary, Nicaragua, Peru, the Philippines, Poland, Russia, Sri Lanka, Turkey, and Ukraine. --P.5

◆ <The People vs. Democracy(시민 대 민주주의, 2018)>
하버드대학교 Yascha Mounk(야스차 뭉크, 1982~ ) 교수의 저서로 민주주의가 무너지는 원인을 규명하고 있다. 기술발전(SNS 등), 경제침체, 정체성 위기 등이 혼합되어 반자유적 민주주의 형태인 포퓰리즘이 나타난다. 포퓰리즘을 앞세운 권위주의적 지도자들이 유권자들의 의사와 상관없는 결정을 내리고, 대중의 정치 영향력을 축소시키는 비민주적 자유주의를 자행한다.
In its stead, we are seeing the rise of illiberal democracy, or democracy without rights, and undemocratic liberalism, or rights without democracy. --P.14

◆ <The Road to Unfreedom(반자유에 이르는 길, 2018)>
<On Ttranny(폭정론)>으로 유명한 예일대학교 정치학자 Timothy Snyder(티머시 스나이더, 1969~ )가 저술했다. 미국의 파산한 부동산업자 트럼프가 러시아의 도움으로 성공한 실업가로 신분세탁을 하고, 대통령까지 되면서 민주주의가 파괴되는 과정을 추적하고 있다.
Trump’s advance to the Oval Office had three stages, each of which depended upon American vulnerability that required American cooperation. First, Russians had to transform a failed real estate developer into a recipient of their capital. Second, this failed real estate developer had to portray, on American television, a successful businessman. Finally, Russia intervened with purpose and success to support the fictional character “Donald Trump, successful businessman” in the 2016 presidential election. --P.219
트럼프의 백악관 입성은 세 단계를 거쳤는데, 각 단계마다 미국인의 협조가 필요한 미국의 취약성에 의존했다. 첫째, 러시아인들은 파산한 부동산개발업자를 그들 자본의 수령인으로 바꿔놓았다. 둘째, 이 파산한 부동산개발업자로 하여금 미국 텔레비전에 출연해 성공한 사업가 연기를 하도록 했다. 마지막으로 러시아는 2016년 대통령 선거에 ‘성공한 사업가 도널드 트럼프’라는 가공의 인물을 지지하기 위해 의도적으로 개입해 성공했다.

◆ <How Democracy Ends(민주주의는 어떻게 끝나는가, 2018)>
영국 캠브리지대학교 David Runciman(데이비드 런시먼, 1967~ ) 교수의 저서이다. 현재 중년을 맞이한 민주주의가 우리가 알지 못하는 방식으로 멸망할 수 있다고 경고한다. 민주주의는 쿠데타뿐만 아니라 자연재해와 같은 대재앙, 인터넷 등의 기술 진보에 의한 정보 장악으로도 멸망할 수 있다는 것이다.

영원한 것은 없다. 민주주의도 언젠가는 과거 역사의 일부가 될 것이다.
But Western democracy is still the flagship model for democratic progress. Its failure would have enormous implications for the future of politics. --P.8
하지만 서구 사회는 여전히 민주주의의 발전 모델이다. 서구 민주주의의 실패는 미래 정치에 엄청난 의미를 가진다.
The rich need to trust that the poor won’t take their money. The soldiers need to trust that the civilians won’t take their guns. Often, that trust breaks down. Then democracy falls apart. --P.3

포퓰리즘 자체는 새로운 것이 아니다. 이는 경제적 어려움과 기술변화, 불평등의 심화와 전쟁의 부재 등 특정한 조건에 처한 민주주의 사회에서 일어난다.

서구 민주주의는 중년의 위기를 극복해낼 것이다. 운이 좋다면, 위기를 겪으면서 조금은 단련될 것이다. 중년의 위기가 반복되지는 않을 것이다. 결국 이것이 민주주의의 종말은 아니다. 하지만 민주주의는 이렇게 끝난다.
◆ 민주주의의 위기에 대한 대처가 필요하다
민주주의는 정부의 한 형태(제도)로서 사람들이 살아가는 방식이자 세상을 보는 눈이다. 민주주의의 위기는 언제나 올 수 있다. 현대 민주주의는 국민이 직접 참여할 권리가 제한되는 것이 가장 큰 문제이다. 법률의 제정도 대부분 국가에서 전문직인 관료들에 의해 주도되고 법원, 중앙은행, 국제기구 등 많은 조직이 국민들과 떨어져 독립적이다.
국민이 직접 참여가 가장 중요한 것이 선출직 공무원 등에 대한 선거이다. 그러나 선거도 포퓰리즘에 의존하여 종족 간 갈등을 부추기는 Political tribe(정치적 부족주의)로 인해 악용되고 있다. 트럼프가 인종 간 갈등을 부추겨 대통령에 당선된 것이 대표적 사례이다.
민주주의가 도입된 지가 오래되어 중년을 넘기다 보니 민주주의에 대한 신선함이 떨어지고 새로운 권위주의가 여러 나라에서 인기를 끌고 있다. 그러나 역사는 권위주의 정부가 독재로 가는 지름길이라고 가르쳐준다. 날로 성장하는 컴퓨터와 인터넷에 기반을 둔 소셜미디어 그룹도 민주주의를 위협하는 잠재적인 적이다. 문명의 이기를 어떻게 활용하느냐에 따라 민주주의의 장래가 달라질 수 있다.
민주주의를 보호하고 튼튼하게 하는 방법으로 국민의 깨어있는 정치의식과 올바른 법치주의의 확립, 권력기관 사이의 견제와 균형, 정당 간의 상호포용과 이해, 다수자의 소수자에 대한 보호 등이 필요하다는 것을 알 수 있다.
